1.1            General information

 

First Aid International is a Brisbane based training company that aims to deliver quality first aid courses to individuals and businesses in an informed and professional manner

 

 

1.2     Current Customers

 

First Aid International has an established role in the provision of First Aid Training to both individuals and businesses. Our trainers deliver first aid courses to Sarina Russo, Caboolture Water, Bovis Lend Lease and Lion-Nathan.

 

 

 

 

1.3     Registration as a training organisation

 

First Aid International aims to establish its name in the provision of quality training in the area of first aid offering the best trainers, convenient locations and up to date equipment and training aids.

 

First Aid International has entered into an agreement with National First Aid Training Services and they have provided the company with a license to deliver their accredited courses. First Aid International recognises the advantages to its operation and clients in being able to deliver nationally recognised training.

2.1     Management Team

 

Bob Donovan – Director

 

Bob has 25 years experience in accounting in large organizations. His role with First Aid International is to oversee and be ultimately responsible for the business activities.

He is degree qualified and also holds a MBA from QUT.

 

Bob’s qualifications include:

 

*      B Bus (Accy) from QUT

*      Certificate IV in Assessment & Workplace Training

 

 

Jill Hewett - General Manager & Training Manager

 

Jill has 8 years nursing background including palliative care, with 9 years first aid training experience with Purple Heart, Red Cross and has worked for FAI for 7 years.

 

Jill will be responsible for maintaining the RTO policies & procedures and HR functions with the support of the Sales Manager.

 

Jill’s Qualifications include:

Shelley is in charge of maintaining the office with orders, invoicing, and general day to day administration tasks.

As First Aid International will initially be a small training organisation, responsibilities for managing the day to day operations of the RTO lay with Corina Troy. 

 

The following ‘duty statements’ have been developed for these roles.

 

2.4            Duty Statements - Staff

Financial Management

  • Invoicing and collecting student fees
  • Receipting student fees
  • Banking student fees
  • Issuing refund of fees
  • Managing financial transactions associated with purchasing of RTO supplies
  • Maintaining up-to-date financial records - electronically
  • Reconciliation of accounts on a monthly basis
  • Completing BAS at prescribed intervals
  • Organising accountant to compile end of year returns and audit financial records
  • Compliance accountability, monitoring and reporting of financial information to the DETA
  • Participating in Management Review Meetings

  • Human Resource functions including recruitment of trainers and/or assessors

Maintaining RTO operating policies and procedures

  • Applying to DETA for addition to scope of registration (when required)
  • Acting as the contact officer with DETA for records, documentation and any related compliance information
  • Providing DETA with advice should First Aid International commence (and cease) delivery of training interstate
  • Putting RTO operating procedures and forms into use
  • On going monitoring of RTO processes to ensure initial procedures put in place at the time of registration, meet organisational needs
  • Completing Improvement Requests where modification to a policy, procedure or form is required
  • Ensuring Improvement Requests are acted upon and, revised policy, procedure or forms, are introduced to the RTO operating system with appropriate version control information
  • Scheduling delivery and assessment moderation meetings with other trainers or other RTO’s offering security training, to ensure First Aid International strategies are reviewed from an external perspective
  • Scheduling internal compliance audits
  • Participating in internal compliance audits
  • Scheduling Management Review Meetings
  • Participating in Management Review Meetings
  • Monitoring the quantity of delivery and assessment resources (including student workbooks)
  • Keeping up-to-date with Legislative requirements impacting on all courses and training programs

  • Carrying out all administrative functions relating to the operation of the RTO
  • Putting RTO operating procedures and forms into use
  • On going monitoring of RTO processes to ensure initial procedures put in place at the time of registration, meet organisational needs

  • Updating any policy, procedure or form as detailed in the Improvement Request Form (seeking amendment)

Course Enrolments – face to face programs

  • Dealing with general course enquiries; gathering caller contact details
  • Distribution of course enrolment information resulting from a course enquiry
  • Distribution of course Workbook and Student Handbook to students on enrolment
  • Establishing student files (on enrolment) both paper and electronic files

 

Printing of delivery and assessment resources

  • Organising printing as required
  • Printing and binding Student Handbooks
  • Printing all other forms, documents etc as required
  • Updating delivery and assessment resources as detailed in the Improvement Request Form (seeking amendment)
  • Updating version control information on delivery and assessment resources that are amended
  • Destruction / removal from circulation any superseded delivery and assessment resources

 


Student Records

  • Updating student files (paper) as required – including copies of completed assessment (written work), practical checklists and assessor reports
  • Updating electronic data base including student assessment records as soon as completed assessment results are provided by the trainer/assessor
  • Print Statement of Attainments on evidence of successful completion of all assessment requirements (as directed by the Director) retain a copy in student file

 

RTO Records

  • Preparing agendas for Management Review Meeting and Delivery and Assessment Moderation Meeting
  • Collating reports, eg Improvement Log and data from student Evaluation Forms for Management Review Meeting
  • Taking minutes at Management Review Meeting
  • Preparing Staff Files  - ensuring all relevant documentation is kept (Application, verification of qualifications/experience, RTO induction etc)

 

 

 

Duty Statement - Trainers

 

Trainers: are responsible for-

 

Course delivery and assessment

  • Day-to-day delivery of the courses
  • Day-to-day assessment of students (including RPL assessments)
  • Counselling and supporting students pre-enrolment by providing information about accessing training to meet pre-requisite requirements and also RPL opportunities
  • Counselling and supporting students enrolled in the course (in person, via telephone and email)
  • Keeping up-to-date with Legislative requirements impacting on all courses and training programs
  • Gathering feedback from student on completion of training
  • On going monitoring and review of delivery and assessment strategies
  • On going monitoring and review of delivery and assessment tools
  • Ensuring delivery and assessment tools are amended as needed, and as detailed in the Improvement Request Form (seeking amendment)
  • Ensuring Version Control information on delivery and assessment tools is correct and up-to-date so that only the latest version of a resource is being used by the trainer/assessor and distributed to students
  • Liaison with industry and professional associations to ensure currency of course content and industry practices
  • Preparing/ completing student assessment records (print-based)
  • Managing any student appeals and grievances according to RTO procedure

 


 

 

3.       CODE OF PRACTICE

 

As a Registered Training Organisation, First Aid International has agreed to operate within the Principles and Standards of the Australian Quality Training Framework. This includes a commitment to recognise the training qualifications issued by other Registered Training Organisations.

 

Legislative Requirements

 

First Aid International will meet all legislative requirements of State and Federal Government. In particular, Workplace Health and Safety, Workplace Relations and Vocational Placement Standards will be met at all times. Legislation which specifically impacts on the role of our learners is addressed during training.  The relevant Acts include:

Access and Equity

 

All trainees/students will be recruited in an ethical and responsible manner and consistent with the requirements of the National Training Package. Our Access and Equity Policy ensures that trainee/student selection decisions comply with equal opportunity legislation. Appropriately qualified staff will assess the extent to which the applicant is likely to achieve the stated competency standards and outcomes of the course, based on their qualifications and experience. All members of the community, including priority VET target group members, are actively encouraged to participate in, and supported during our courses.

 

Quality Management Focus

 

First Aid International has a commitment to providing a quality service and a focus on continuous improvement using the Australian Quality Training Framework Standards. We value feedback from trainees/students, staff, employers and all other relevant stakeholders for incorporation into future programs.

 


Client Service

 

We have sound management practices to ensure effective client service. In particular First Aid International has client service standards, in accordance with AQTF guidelines, to ensure:

·        The timely issue of trainee/student assessment results and qualifications. These will be appropriate to competence achieved.

·        Our quality focus includes a Recognition of Prior Learning Policy

·        A fair and equitable Refund / Cancellation Policy

·        A Complaint Policy

·        An Appeal Policy

·        An Access, Equity and Diversity Policy and student welfare and guidance services.

·        Where necessary, arrangements will be made for those clients requiring literacy and/or numeracy support programs.

·        We take every opportunity to ensure that this information is disseminated, understood and valued by personnel and clients.

·        Our student information will ensure that all fees and charges are known to students before enrolment, that course content and assessment procedures are explained and that vocational outcomes are outlined.

 
External Audit

 

First Aid International has agreed to participate in monitoring and audit processes required by the Training Recognition Council. This covers random compliance audits, audit following complaint and audit for the purposes of re-registration.

 
Management and Administration

 

First Aid International has policies and management strategies, which ensure sound financial and administrative practices. Management guarantees the organisation’s sound financial position and safeguards trainee/student fees until used for training/assessment. We have a Refund Policy, which is fair and equitable. Trainee/student records are managed securely and confidentially and are available for trainee/student perusal on request. First Aid International has adequate insurance policies.

 
Marketing and Advertising

 

First Aid International markets vocational education and training products/services with integrity, accuracy and professionalism, avoiding vague and ambiguous statements. In the provision of information, no false or misleading comparisons are drawn with any other training organisation or training product. All advertising will be conducted in accordance with the provisions of the AQTF Standards

 

Training and Assessment Standards

 

First Aid International has personnel with appropriate qualifications and experience to deliver the training and facilitate the assessment relevant to the training products offered. Assessment will meet the National Assessment Principles (including Recognition for Prior Learning and Credit Transfer). Adequate facilities, equipment and training materials will be utilised to ensure the learning environment is conducive to the success of all learners.

 

International Students

 

First Aid International will be bound to the Commonwealth Education Services for Overseas Students (Registration of Providers Financial Regulations) Act 1991.

 

Sanctions

 

First Aid International will honour all guarantees outlined in this Code of Practice. We understand that if we do not meet the obligations of this Code or supporting regulatory requirements, we may have our registration as a Training Organisation withdrawn.

4.       POLICY STATEMENT: MANAGEMENT RESPONSIBILITY & AUTHORITY

 

Director

 

The Director is responsible for managing the operations of the business.

The Director is responsible for all matters relevant to the Australian Quality Training Framework Standards for Registered Training Organisations.

Specifically the Director has the responsibility and authority in areas such as:

·        Verifying that the Quality Policy is implemented and maintained.

·        Monitoring by Internal Audits of First Aid International to determine where improvements are needed and presenting information at Management Review Meetings.

·        Verifying the effectiveness of action taken to prevent the recurrence of problems or prevent the occurrence of potential problems.

·        Planning future business activities and identifying opportunities for growth

·        Encouraging any staff to have a focus on customer service.

 

All Personnel

 

All personnel have the responsibility and authority for:

·        Initiating action to prevent the occurrence of incidents in relation to services provided.

·        Operating within the requirements of the First Aid International quality system (AQTF).

·        Identifying and recording opportunities for improvement and business growth.

·        Controlling the further processing and delivery of services that are nonconforming.

 

Resources and Personnel

 

Personnel assigned to tasks are competent to undertake those tasks with a minimum of supervision.  First Aid International recognises that all personnel have quality responsibilities and require that tasks be performed as defined by the procedures supporting this quality system (AQTF).

First Aid International provides the necessary resources to those that manage, perform and verify the work under the scope of this quality management system.  Resource needs (human and physical) are regularly reviewed as part of the management process.

 

Management Review

 

The Director and other team members review the quality system (AQTF) at least twice per annum to re-affirm its adequacy and conformance to current requirements. This will be accomplished by reviewing records, findings from internal audits, improvement requests, compliments, complaints etc at Management Review Meetings. The Management Review Procedure details requirements for the agenda and records of the meeting.

5.       POLICY STATEMENT: QUALITY

                                                  

The purpose of this policy is to confirm First Aid International’s commitment to meeting the quality standards expected by our customers in the delivery of the products and/or services that we supply to them.

Our quality system is based on the requirements of the 2005 Australian Quality Training Framework Standards for Registered Training Organisations, The Vocational Education, Training and Employment Act 2000 (QLD) and the Training and Employment Regulation 2000 (QLD) and any other relevant Commonwealth, or State Legislation or regulatory requirements for the operation of a Registered Training Organisation.

Our quality objectives are to:

 

·        Provide quality training and assessment services

·        Grow our business by looking after our Customers

·          Use the quality system as a tool in achieving best practice outcomes across the organisation

·          Ensure continuous improvement

·          To comply Federal and State Legislative and Regulatory requirements for the operation of a Registered Training Organisation

 

To implement this policy we shall focus on the needs of our business with particular reference to consistently meeting our customers’ requirements and statutory obligations. Our quality system provides mechanisms for detecting system shortfalls and for stimulating continuous improvements.

 

The Procedures Manual describes the mechanisms by which these improvements are achieved and how compliance to requirements is achieved.

 

First Aid International has designated the Manger with direct access to the RTO’s Chief Executives, who has defined responsibility and authority to:

 

i.                   Ensure that First Aid International complies with the Standards for Registered Training Organisations across all of its operations and in all of its training/assessment activities, including those undertaken by other persons or bodies on its behalf;

 

ii.                 Ensure that First Aid International provides for examination of documentation and reasonable access to all areas, records (including internal audit reports) and staff as required by the registering body for the purposes of audit;

 

iii.               Report to the Chief Executives on NCCA’s compliance with the Standards for Registered Training Organisations, for review and as a basis for improvement;

 

iv.                Apply to the State or Territory registering body that has registered it for any extension to scope of registration;

 

v.                  Provide details, upon the request of the State or Territory registering body that has registered it, of all operations within its scope of registration including operations in other States or Territories and outside Australia;

 

vi.                Advise the State or Territory registering body that has registered it that First Aid International has commenced operations in any other State or Territory within 21 days of commencing the interstate operations; and

 

vii.              Provide the State or Territory registering body that has registered it with accurate and timely information regarding registration and compliance (including major changes to First Aid International’s system or staffing profile, relocation of First Aid International, financial difficulties and transfer of client records).

 

viii.            Maintain a current scope of registration and ensure that First Aid International delivers the most current and up to date training products.

 

ix.               Ensure that First Aid International has current endorsed or accredited training products on their scope of registration at all times.

 

x.                 Ensure that the scope of registration remains up to date at all times by applying for registration for another accredited course or training package which has current accreditation or endorsement if the accreditation of a course delivered by First Aid International expires or a training package delivered by First Aid International becomes superseded.

 

xi.               Ensure that where First Aid International delivers an accredited course or qualification, that First Aid International upgrade to qualifications and competencies within a corresponding national training package within six months and no later than twelve months of one being endorsed and available.

 

xii.             Ensure that First Aid International upgrades to any revised edition of a training package in line with the training package requirements and transitional arrangements as directed by the Training and Employment Recognition Council. 

 

xiii.           Ensure that First Aid International transition to training package qualifications within six months and no later than twelve months of the publication of any relevant new training package in accordance national vocational education and training policy.

 

xiv.            Ensure that First Aid International maintain current training package qualifications by monitoring the review of any relevant Training Packages and when a package is reviewed, endorsed and released, and the original package becomes superseded, implement the reviewed training package within six months and no later than twelve months of the date of its release and publication by Australian Training Products. 

 

xv.              Ensure that when First Aid International applies for registration for any course or qualification, that the application is for the most up to date and current qualification or course. 

 

 

First Aid International has designated the Director with defined responsibility and authority to:

 

i.                   Ensure that the RTO complies with its financial management policies;

 

ii.                 Monitor and report on compliance with its financial management policies and procedures, for review and as a basis for improvement; and

 

iii.      When requested, provide the State or Territory registering body that has registered it with a formal assurance that First Aid International has sound financial management standards for matters related to First Aid International scope of registration and scale of operations.

6.       POLICY STATEMENT: RISK MANAGEMENT

 

 

The purpose of this policy is to identify and control the risks associated with the operation of a Registered Training Organisation and maintain compliance with the 2005 Australian Quality Training Framework Standards for Registered Training Organisations, the Vocational Education, Training and Employment Act 2000 (QLD) and the Training and Employment Regulation 2000 (QLD) and any other relevant Commonwealth or State Legislation or regulatory requirements for the operation of a Registered Training Organisation.

 

Identification and analysis of risk will be completed in accordance with the Risk Assessment Procedure.

7.       POLICY STATEMENT: RECORDS MANAGEMENT

 

This policy ensures systems are in place for recording personal details of course/program participants, enrolments, recording evidence of assessment, competencies achieved and results of assessment.   It also ensures systems are in place to guarantee the ongoing monitoring and review of all aspects of business operation.

 

Record Maintenance

 

First Aid International is committed to keeping accurate and confidential records in relation to our clients and the activities conducted on their behalf.  All records are maintained through a combination of manual and computer based systems designed to ensure we could provide detailed and timely information to our clients. 

Only authorised personnel at First Aid International can access client records.

 

Personal Details and Privacy Policy

Student details of address, email and phone numbers are entered into the RTO database and remain confidential.  Any change of address must be given to First Aid International on a change of address form.  It is the student’s responsibility to ensure that personal details are current and correct.  

 

First Aid International in its operations and provisions complies in all ways with the Privacy Amendment (Private Sector) Act 2000. This prevents First Aid International from providing any student details to any other person other than the student without the express permission of the individual concerned.  Permission must be given in writing.

 

Assessment Records

 

Assessment records are a permanent account of achievement of performance and all records relating to courses/programs conducted by First Aid International are maintained in accordance with accepted best practice principles.

 

First Aid International uses both paper based and electronic record keeping systems for recording evidence.  In face to face sessions, instructors complete all required program assessment documents on candidates (e.g. trainee assessment books, evidence record forms) as completed by the candidate throughout their study program.  Electronic records are updated as soon as practical after completion of assessment to ensure up to date information is available on participants and authorised clients on request.  On-line student records are updated as soon as assessments are ‘marked’.

 

Assessment results are retained by First Aid International for 30 years.  Individual assessment records are always retained until the period for appeal against assessment has lapsed, and under normal circumstances for a minimum of twelve months after the completion of the relevant course/program.  Participant results will only be released for legal, educational or individual participant, or their authorised client, requirements as necessary.

8.       POLICY STATEMENT: HUMAN & PHYSICAL RESOURCES

 

Human Resources

 

First Aid International is committed to the provision of quality training and education services using highly qualified personnel who have been individually selected to deliver our courses to the highest possible standards. 

First Aid International personnel meet all requirements as specified in the relevant training package, course, or competency standard, and for all other courses delivered or, where the syllabus document/training package does not state instructional requirements, as required in of the Australian Qualification Framework, Standard 7, for Registered Training Organisations 2005.

 

First Aid International (AAT) is committed to the AQTF which assumes trainers and assessors:

·               Hold competencies and knowledge relevant to the competencies being delivered, which are at a level equivalent to or higher than the competencies. As evidenced by an appropriate work history or qualifications etc.

·               Holds the Certificate IV in Training and Assessment from the Training and

Assessment Training Package or is able to demonstrate equivalent* competencies or is under the direct supervision of a person who has the Certificate IV in Training and Assessment

And assessors

·               Possess the following competencies from the Training and Assessment Training Package or are able to demonstrate equivalent** competencies:

a TAAASS401A Plan and organise assessment

b TAAASS402A Assess competence

c TAAASS404A Participate in assessment validation

·               Possess relevant vocational competencies, at least to the level being assessed

·               Demonstrate the capacity to relate the competency to industry needs and career progression.  As evidenced by an appropriate work history and/or attendance at workshops/seminars/conferences/courses etc.

·               Have knowledge of practices consistent with emerging/current best practice in industry and training. As evidenced by an appropriate work history and/or attendance at workshops/seminars/conferences/courses, active membership of relevant professional or technical associations, and current licence to practice.

Where required, only personnel holding a current licence will be used if a licence to practice is required for any course/training package being delivered by AAT.

 

*A person who holds the Certificate IV in Assessment and Workplace Training from the Training Package for Assessment and Workplace Training (BSZ98) will be accepted for the purposes of this standard. A person who has demonstrated equivalent competencies to the Certificate IV in

Assessment and Workplace Training in the period up to 12 months following publication of the Training and Assessment Training Package will also be accepted for the purposes of this standard.

 

**A person who holds the competencies BSZ401A Plan assessment, BSZ402A Conduct assessment, and BSZ403A Review assessment from the Training Package for Assessment and Workplace Training will be accepted for the purposes of this standard.

A person who has demonstrated equivalent competencies to BSZ401A and BSZ402A and BSZ403A in the period up to 12 months following publication of the Training and Assessment Training

Package will also be accepted for the purposes of this standard.

Physical Resources

 

First Aid International is committed to the provision of a training environment that is conducive to learning and meets all State and Commonwealth statutory requirements.

 

The physical resources prescribed in the syllabus or training package are provided as necessary, to ensure participants can fulfil the requirements of courses with adequate facilities and equipment. All physical resources utilised maintain consistency with current industry standards.

9.       POLICY STATEMENT: COURSE ADMISSION

 

 

All applicants for enrolment are required to satisfy First Aid International that they meet all prerequisite requirements, such as qualification and/or experience, where detailed in the relevant syllabus or Training Package, prior to acceptance for admission to courses.  

 

First Aid International also reserves the right to refuse enrolment where a reasonable doubt exists that a potential applicant will not be able to successfully complete a course being offered having due regard to the assessment/performance criteria and conditions as set out in the relevant syllabus or Training Package.  Where some doubt exists as to the applicant’s ability to commence a course, they will be offered counselling including opportunities for other avenues of study or possible bridging programs to develop entry level competencies.

 

All potential course participants are encouraged to check the competencies and/or performance outcomes of courses to ensure they understand the performance requirements prior to enrolment.  First Aid International will provide assistance in clarifying the suitability of the course to learner’s skill development requirements. 

 

The training costs and fees associated with the courses offered by First Aid International are outlined in the relevant course information literature and are provided to the applicant at the time an initial inquiry is made.

10.     POLICY STATEMENT: ASSESSMENT

 

 

This policy details the principles of competency based assessment to be applied by First Aid International.  The application of these principles will result in the valid, reliable, flexible and fair assessment of persons enrolled in training programs.

 

This policy applies to assessment activities (including RPL) carried out with respect to all training programs delivered, whether directly by, or on our behalf.

 

Assessment Directives 

 

§       Assessment  conducted by First Aid International will observe the following directives as required by the Competency Standards for Assessment Training Package for Training and Assessment (TAA04) ANTA, 2004:

 

  • Validity  -  Assessment methods will be valid, that is, they will assess what they claim to assess;

 

  • Reliability  -  Assessment procedures must be reliable, that is, they must result in consistent interpretation of evidence from the learner and from context to context;

 

  • Fairness  -  Assessment procedures will be fair, this is they will not disadvantage particular learners. Assessment procedures will:

 

-         be equitable and culturally appropriate;

-         involve procedures in which criteria for judging performance are

-         made clear to students;

-         employ a participatory approach; and

-         provide for students to undertake assessments at appropriate times;

 

  • Flexibility  -  Assessment procedures will be flexible, that is , they should involve a variety of methods that depend on the circumstances surrounding the assessment;

 

  • Recognition of Prior Learning - Individuals seeking RPL will be able to access an RPL process as described in First Aid International supporting Recognition of Prior Learning Procedures.

 

  • Cost Effectiveness - Assessment conducted by or on behalf of First Aid International will be completed in a cost effective manner.  Our facilitators are responsible for determining issues with respect to cost effectiveness such as the timing and frequency of assessment.  Decision made in this regard are to be made clear to students before they commence their training programs; and

 

  • Comparability - The review of assessment systems and procedures and the outcomes of assessment must be undertaken at regular periods in order to ensure that they are functioning appropriately.  The review process is essential in maintaining comparability of assessment.  The comparability of assessment will be addressed within the quality review procedures.  First Aid International will utilise a network of consultants to maintain comparability of assessment at the delivery level.

11.     POLICY STATEMENT: COMPLAINTS

 

 

The objective of this policy is to ensure any complaint is dealt with in a timely manner.

 

First Aid International has processes in place for course participants to lodge a complaint in relation to any matter other than academic decisions in relation to a First Aid International course or service.

 

The complaint procedure allows for:

 

  • An informal approach to the person with whom the participant has the complaint.
  • A facilitator who has not been involved in the complaint to review the complaint.
  • An independent review by an external consultant or appropriate body.

12.     POLICY STATEMENT: APPEALS

 

 

The objective of this policy is to ensure any appeal is dealt with in a timely manner.

 

First Aid International has processes in place for course participants enrolled in a course, seeking to appeal against an academic decision or other procedural matter, in relation to a First Aid International course. Anyone lodging an appeal has the opportunity to present his / her case.

 

The appeal procedure allows for:

 

·        An informal approach to the course facilitator

·        A facilitator who has not been involved in the original decision

·        An independent review by an external appeal consultant

 

All appeals are recorded and reviewed at Management Review Meetings.

13.     POLICY STATEMENT: HEALTH & SAFETY

 

 

The management of First Aid International is committed to providing a workplace that is safe and healthy.

 

First Aid International staff will work together with all relevant employees and key stakeholders in workplace health and safety matters.

 

First Aid International has established procedures for risk management which all employees, contractors and visitors will be required to adhere to. At all times, action will be taken immediately to correct any unsafe condition, which arises.

 

We will ensure all levels of our company actively participate in workplace health and safety issues, including training, and compliance with workplace health and safety requirements of our customers.

14.     POLICY STATEMENT: ANTI-DISCRIMINATION & SEXUAL HARASSMENT

 

 

Anti-Discrimination

 

It is the policy of First Aid International to ensure that the Anti-Discrimination Acts of the State Government and Discrimination Acts of the Federal Government are adhered to.  These Acts include, but are not limited to, the Federal Government Racial Discrimination, Human Rights and Equal Employment Opportunity (EEO) and Sex Discrimination Acts.  Also included is the Queensland Government Anti-Discrimination Act, which deals with all the foregoing Federal Acts.

Sexual harassment may cause the loss of trained and talented employees and damage staff morale and productivity.

15.     POLICY STATEMENT: REFUNDS / CANCELLATION

 

 

It is the policy of First Aid International to ensure that all applications for refund of fees are considered.  

 

First Aid International collects course fees, from individual students, on the day that training is provided.

 

First Aid International collects course fees from corporate clients after the training has been completed.

 

Where a corporate client cancels a course less than 24 hour prior to commencement of the course a cancellation fee will be charged.

 

No refund is available where participants leave prior to completing the course. However, should participants wish to finalise incomplete units of competency in a future course, the original fee can be used as a credit towards that course.  This offer is available within a 12 month period from the time initial payment is made.

 

In all other cases, refunds are at the discretion of the Director, First Aid International and may be negotiated on an individual case-by-case basis.

16.     POLICY STATEMENT: CREDIT

 

 

First Aid International is committed to the provision of a fair and equitable policy for the terms of credit and refund of course enrolment fees.  The scope of this policy includes the provision of all training programs provided by First Aid International.

 

The terms of credit are at the discretion of the Director, First Aid International and subject to the provision of adequate client identification. 

 

Enrolment fees will be invoiced no later than the start date of the course date unless alternate arrangements are made. Enrolments within thirty (30) days from the date of course commencement will be invoiced with a due date of course commencement.

 

Conditions for refund of course enrolment fees are outlined in our Refund Policy.

17.     POLICY STATEMENT: STUDENT SUPPORT SERVICES

 

 

First Aid International has a commitment to providing equity in training for all identified groups. Ensuring equity in training for women and the elimination of discrimination against women students in vocational education and training is a priority. 

 

Students with Language, Literacy and Numeracy problems, or a disability, and people from a non-English speaking background are encouraged to pursue their vocational education and training goals through participation in the programs offered by First Aid International.

 

First Aid International will identify and access appropriate support services, and ensure the necessary services are provided for participants as required.

 

Details of participant support services available for our courses are outlined in the ‘Student Handbook’, or can be obtained by contacting our office on (07) 3513 3255.

18.     POLICY STATEMENT: ACCESS, EQUITY AND DIVERSITY

 

 

First Aid International will ensure that equity principles for all people are implemented through the fair allocation of resources and the right to equality of opportunity without discrimination. 

 

We will increase opportunities for people to participate in the vocational education and training (VET) system, and in associated decisions that affect their lives.  Appropriate student support services will be provided to maximize the chances of under-represented students achieving positive learning outcomes and placement/employment in their chosen career.

 

To achieve these aims First Aid International will:

 

  • Ensure the establishment of non-discriminatory student selection procedures which encourage fair access for members of under-represented groups, in particular priority VET program target groups as identified by the Queensland Department of Employment and Training;

 

  • Ensure access and equity issues are considered during curriculum development;

 

  • Ensure the requirements of individual learners are accounted for in the strategic and operational planning processes;

 

  • Provide learners with the opportunity to be involved in the planning and decision making processes on matters that affect them;

 

  • Provide training programs and services that are accessible to all people in an environment that is free from harassment;

 

  • Seek to provide access to a broad range of high quality support services that account for the diversity of clients and the needs of people under-represented in VET;

 

  • Seek to provide opportunities for all people to achieve outcomes that meet their personal goals;

 

  • Provide access to staff development to assist facilitators who deliver courses to under represented groups.

 

First Aid International recognises that equity and diversity considerations and initiatives go beyond extending a helping hand to the ‘disadvantaged’ and responding to legislative imperatives.  Fair and equitable access to Vocational Education and Training (VET) can assist all Queenslanders to gain meaningful employment and participate in the economic and social life in their community.  This policy is a mechanism to demonstrate First Aid International commitment to State and National equity legislation and policy requirements including:

Equity essentially means ‘fairness’.  In the VET context it means that people are provided with the opportunity to access, participate and successfully achieve outcomes.  Underpinning the principles of equity is the recognition by First Aid International:

 

  • that it is common for people to identify with more than one equity group;
  • of the differences within and between equity groups;
  • that each equity group does not experience the same type of disadvantage; and
  • there remain many common systemic barriers for equity groups.

 

Diversity

 

Diversity recognises that many factors influence the ability of people to participate and succeed in vocational education, training and employment, including:

 

  • prior educational experience
  • cultural diversity
  • language and / or learning styles
  • goals and expectations
  • motivation
  • work and social experiences
  • gender
  • values and beliefs
  • religion
  • income
  • age
  • geographic location

 

This policy aims to address the requirements of all potential and actual learners, seeking to participate in training with First Aid International including specific equity groups such as:

 

§         women

§         Indigenous Australian peoples

§         people with a disability

§         people from non-English speaking backgrounds

§         people with English literacy and numeracy needs

§         residents of rural and remote communities

 

Beyond these groups, and in recognition of diversity, First Aid International aims to respond to the needs of the local community for example:

 

§         young and mature age people;

§         people in transition from institutions;

§         people who are socioeconomically disadvantaged; and

§         people with family responsibilities

 

Implementation of this policy requires equity and diversity considerations to be embedded into all aspects of First Aid International planning and operations.

 

This may be demonstrated by the development and implementation of strategies for specific equity groups as required by National and State agendas.  And where strategies do not exist, the diversity of client/learner needs may be addressed through planning areas such as:

 

§         resource allocation;

§         support personnel;

§         staff training;

§         curriculum product development and delivery;

§         marketing and promotion; and

§         research

 

First Aid International will monitor and review its equity performance in order to:

 

  • comply with national and state legislation and policies;
  • meet national and state reporting requirements; and

19.     POLICY STATEMENT: RECOGNITION OF PRIOR LEARNING

 

 

The purpose of this policy is to ensure that all participants, potential or actual, of First Aid International courses are provided with full recognition of their current skills and knowledge.

 

First Aid International promotes acknowledgment of 'non-traditional' forms of learning as valid pathways for recognition of competency achievement during the RPL assessment process.

 

The recognition of prior learning (RPL) process conducted by First Aid International is an assessment process, which provides acknowledgement of all skills and knowledge gained through the life experiences, work experience, previous training and formal education of applicants. 

 

As a registered training organisation First Aid International conducts the RPL process within the framework of the key principles of Australian Quality Training Framework (AQTF) Standards which includes:

 

  • adopting a focus on the competencies held rather than on how, when or where the learning occurred;

 

  • a demonstrated commitment to recognising the prior learning of adults;

 

  • providing access to the RPL process for all potential participants of courses;

 

  • undertaking RPL processes which are fair to all those involved; and

 

  • providing adequate support for all potential RPL applicants.

 

The RPL assessment process includes the initial provision of information, support and counselling, formal application, assessment, post-assessment guidance and certification for course participants. First Aid International automatically check all enrolment details for indications that participants may qualify for RPL, however participants who consider they have potential to qualify for RPL are expected to discuss the matter with us accordingly.  The special needs of RPL applicants are recognised by First Aid International and we will make the necessary reasonable adjustments during the RPL assessment process where appropriate.

 

A variety of RPL assessment options will be available for potential applicants to identify whether they have achieved the necessary competencies/learning outcomes to the required standard in the relevant training course or program.  All assessment mechanisms used are valid, reliable, flexible and fair and conducted in an ethical manner.

 

RPL Assessment Objectives

 

The key objectives of First Aid International RPL assessment process are to:

 

  • minimise duplication of learning, training or skill acquisition;
  • allow the completion of studies in the shortest possible time;
  • provide clear  RPL outcomes and access to further learning/training and career development;
  • provide quality advice and support to potential and current applicants;

 

  • conduct the RPL process only in respect to courses for which First Aid International  is registered to assess;
  • ensure that only fully qualified consultants are involved in the RPL process;
  • document the RPL process
  • recognise competencies and modules gained through an RPL process conducted at another registered RPL training organisation; 
  • ensure RPL processes are monitored, evaluated and updated where appropriate;
  • advise RPL applicants of their right of appeal through the formal process; and
  • ensure fees and charges are fair and competitive with the industry standard.

 

All applications for RPL will be processed within 21 days of receipt of a completed application form with sufficient supporting evidence attached to enable a decision to be made regarding the granting of RPL.  All RPL decisions will be supplied in writing to the applicant.

20.     POLICY STATEMENT: NATIONAL RECOGNITION

 

 

This policy is to confirm that National (Mutual) Recognition is available to any student enrolling with First Aid International.

 

Mutual recognition applies nationally and means the recognition and acceptance by a

Registered Training Organisation (RTO), of Australian Qualifications Framework

Qualifications and Statements of Attainment issued by other RTO’s, enabling individuals to receive national recognition of their achievements.

 

Credit Transfer – means credit towards a qualification granted to students on the basis of outcomes gained by a student through participation in courses or training packages with another Registered Training Provider.

 

All applications for National (Mutual) Recognition will be processed within 21 days of receipt of a completed National (Mutual) Recognition application form.

 

All qualifications, not issued by First Aid International, will be verified and decisions will be supplied in writing to the student.

21.     POLICY STATEMENT: ISSUING OF QUALIFICATIONS

 

 

The purpose of this policy is to confirm that on successful completion of a course or nationally recognised training package qualification, within 21 days of completion as required by the Vocational Education, Training and Employment Act 2000, participants will be awarded with the approved qualification outlined on the relevant course information.   A list of all units of competency completed will be included on, or attached to the qualification.

 

A Statement of Attainment is provided in recognition that the participant has successfully completed part of a course or qualification. The statement will be awarded within 21 days of completion as required by the Vocational Education, Training and Employment Act 2000.

 

A Statement of Attainment is provided in recognition that a participant has successfully completed part of a course. In order for the participant to gain national recognition for the competencies completed with First Aid International (or another registered training provider either within the state of Queensland or interstate), the Statement of Attainment is used as evidence.

 

Participants successfully completing any recognised short course offered by First Aid International are awarded with a Statement of Attainment.
 

First Aid International will only issue a Statement of Attainment or qualification for a course that it is registered to deliver.

22.     POLICY STATEMENT: ADVERTISING

 

 

First Aid International is committed to only using ethical marketing practices in the advertising and marketing of our products and/or services as reflected in AQTF Standard 12

 

First Aid International will accurately represent recognised training products to prospective clients and will ensure that clients are provided with full details of conditions of any contractual arrangements with First Aid International. 

 

Australian Qualification Framework qualifications will only be advertised where First Aid International is registered to deliver the qualification. Nationally accredited products will be identified separately from courses recognised by other bodies without recognition status.

 

When advertising:

·        We will not use the name or details of any client for marketing purposes without gaining prior written permission of the client

·        We will ensure it is clear, accurate and not misleading

·        We will ensure that nationally recognised qualifications are identified separately to other courses

·        We will make sure that the names/titles of qualifications or accredited courses are advertised accurately according to AQTF Standards protocol.

·        We will ensure that the Nationally Recognised Training Logo is used only with nationally recognised qualifications/courses that First Aid International is registered to deliver.

 

We will not use the words “Government Accredited” or “Government Registered” in any advertising.

 

At all times First Aid International will comply with the “National Operational Protocol for the Marketing of Recognised Training”.
